Hal serves as Chief of Policy at Kids First Chicago (K1C), where he leads the organization's policy and research efforts. He partners with parents, educators, policymakers, and school system leaders to advance evidence-based policies that improve educational opportunities and outcomes for Chicago's students. His work spans school finance, governance, accountability, parent leadership, school safety, and public opinion research.

A recognized voice on Chicago education policy, Hal is a frequent commentator for local television and print media. His analysis and opinion writing have appeared in the Chicago Tribune, Chicago Sun-Times, and Crain's Chicago Business.

Prior to joining Kids First Chicago, Hal held several leadership roles at Chicago Public Schools (CPS), including Executive Director of the Office of Innovation & Incubation and Director of Strategy in the CEO's Office. Earlier in his career, he served as Advisor to the President at the Chicago Transit Authority and as a Senior Editor and Research Analyst at The Chicago Council on Global Affairs.

A lifelong Chicagoan, Hal is a graduate of DePaul University and holds a Certificate in Education Finance from Georgetown University. He is also the parent of two CPS students and serves as a parent representative on the Local School Council at Brentano Math & Science Academy.
